    Patron Behavior Policy

The Holmes Public Library is available to persons of all ages. While everyone has an equal right to access library services and facilities, no person has the right to interfere with the ability of others to use and enjoy library resources, services, and facilities. To this end, the Library is responsible for establishing rules of conduct to protect the rights and safety of Library patrons, volunteers, and staff, and for preserving and protecting the Library’s materials, equipment, facilities, and grounds.

Designated areas in the Children’s Room are reserved for use by children, their parents or guardians, and adults interested in children’s literature. The use of the Community Room is governed by separate policy.

Enforcement of these rules will be conducted in a fair and reasonable manner. Library staff will intervene to stop prohibited activities and behaviors. Failure to comply with the Library’s established rules, regulations, and policies could result in removal from the premises and expulsion from the Library or in arrest or prosecution. Violations could also result in the restriction and/or termination of Library privileges, including the use of Library computers and other equipment. Expulsion may be appealed in writing to the Board of Library Trustees.

Internet and Computer Use

The Holmes Public Library provides public access to the Internet in keeping with its role as a source of information, intellectual development, and enrichment for the community.

Internet workstations are located in the "Wireless Center". Before using one of the computers, patrons must present a valid library card at the main desk. Sign-up is for 30 minutes of use (longer if no one is waiting) on a first-come, first-served basis.

The Internet is a valuable information resource for all. However, users should be aware that there is no central quality control of the Internet and that the Holmes Public Library assumes no responsibility for the content or accuracy of the information retrieved. As is the case with all other library materials, any restriction of a child's access to the Internet is the responsibility of the child's parent or legal guardian.

The library prohibits the transmission of any materials in violation of any federal or state regulation. This includes, but is not limited to: copyrighted material; threatening, violent or obscene material; pornographic material; or material protected by trade secret. Use for any commercial purpose is also prohibited.

The library's Internet is intended for research and information. Workstations are not to be used for games or chat rooms. Internet computers will not be used for illegal activity, to access illegal materials, or to access materials which by local community standards would be obscene or violent. Users will not make any attempt to gain unauthorized access to restricted files or networks, or to damage or modify computer equipment. Library employees are authorized to take prompt and appropriate actions to enforce the rules of conduct and/or prohibit use by patrons who fail to comply with the Internet Safety and Acceptable Use Policy.

Library staff is available to assist novice users of the Internet. Library staff does offer library sponsored programs designed for patrons interested in in-depth training in gaining computer literacy.

The library is not responsible for damage to a user's disk, loss of data, or damage or liability that may occur from use of the library's computers.
